| Incident Summary: | DOC of River City took a picture of a youth referee at a game and placed him in a "ban" list. The picture was circulated to the coaches and managers at River City and they were told not to play games if this referee was assigned. |
| Comments: | Creating lists of banned referees and circulating pictures of referees, of any age, but particularly of minors, is absolutely unacceptable.
River City is placed on probation until a hearing is held by NorCal. NorCal reserves the right to take further actions relating to these actions.
After reviewing all information available to the PAD Committee on this matter, including a conversation between the Chairman of the PAD Committee and Mr. Fitzgerald, the PAD Committee suspends Mr. Fitzgerald until May 9, 2015. Mr. Fitzgerald is suspended for this time due to his position as a Director of Coaching, a position which is held by the Norcal PAD Committee to be one of great responsibility and makes the individual serving in that capacity a role model for coaches and other staff.
