Norcal PAD declines to review this incident for the following reasons:
1. This is tournament sanctioned by USClub and not Norcal. Therefore the Norcal PAD cannot review it.
2. PAD Incident Reports can only be filed by Club DOCs, Presidents and the Referee who officiated the match in question.
3. PAD does not rule on Referee complaints. Referee complaints should be sent to CNRA.
