Incident Summary:	Diablo Valley FC admittedly contributed their MLS Next program into a partnership with The Town FC. This new entity employs employees of Diablo Valley in similar roles as they hold with Diablo Valley. This entity advertised and held tryouts using Diablo Valley fields outside the NorCal tryout window. Players from other clubs tried out and accepted offers in advance of the NorCal tryout window.
Comments:	The PAD Committee finds that Diablo Valley has violated NorCal's tryout window and refers Diablo Valley to the NorCal Board for a determination of sanctions.
