Incident Summary:	Allegation that Napa Soccer Academy is using fields for training and games that have been historically used by NSSC.
Comments:	In Napa, the school district uses Facilitron to rent its fields on a first come, first served basis. In jurisdictions using Facilitron the PAD Committee has ruled in the past that fields are given out first come, first served and no clubs have priority over any other club to use a field. As a result, the PAD Committee rules no viuolation has occurred and encourages the two clubs to work together to resolve the dispute.
