Incident Summary:	Allegation that Woodside Crush recruited an 09 player from Burlingame Soccer Club. Woodside claims that at the time the player tried out and subsequently moved from BSC to Woodside the player was not registered with BSC.
Comments:	Membership in MLS Next does not exempt a club or individual from following the NorCal recruiting rules. If a player is going to tryout for a NorCal club outside of the NorCal recruiting window the recruiting club needs written permission from the club the player is registered with for the player to tryout. As the player in question here remains registered with Burlingame Soccer Club, no written permission from Burlingame was obtained for the player to tryout with Woodside, and the player tried out for and subsequently moved to Woodside outside of the NorCal tryout window, a recruiting violation has occurred. Zak Ibsen, the coach of the Woodside 09B NPL team, is suspended 6 NPL games for this violation. Shawn Blakeman recused himself from participating in discussions and voting on this incident.
