Incident Summary:During a match, it is alleged that a CCSA player was struck multiple times by a South Valley Chivas player. The acts of the South Valley Chivas player were not seen by the referee and the referee took no action.
Comments:The precedent of the PAD Committee has been to not impose discipline in situations where the referee did not see the incident and did not act in the game, even if there is video evidence.
The PAD declines to set out a new rule here and move in a new direction.
However, the PAD Committee asks that the Board of Directors recognize that with the current wide availability of video that the Board develop rules covering this situation - namely a violent action by 1 or more players that would have resulted in a send-off had the referee seen the event on the event and if the event is clearly shown on video.
